Challenge
Risk votes had to stay responsive without letting a short voting window enable last-block surprise changes - and emergency paths could not become permanent admin controls.
Approach
We implemented Governor-compatible modules with Foundry invariant suites, Safe-gated execution, and Tally-compatible events. Voting delays and quorum were calibrated to the token distribution supplied by the client.
Outcome
